The original nucleus of the complex was constructed in the 1930's, by the U.S. Government, as a hospital for veterans requiring long-term care after World War I. The original master plan arranged the patient care buildings around an oval center, creating a campus-like facility. Administrative buildings were placed north of the campus, oriented on the main entrance road. Buildings for support functions were located just west of the patient-care campus. The hospital was expanded between 1944 &amp; 1945, to accommodate World War II veterans, by the construction of additional patient care buildings in a ring around the perimeter of the original patient care buildings. The new buildings were constructed in the same style, scale and design as the first ones, continuing the architectural sense of the complex.<br /> <br /> The V.A. Hospital Historic District consists of three geographically distinguishable areas. One of these is the hospital and residential area at the north corner of the complex <i>as seen partially in the photograph above</i>. It consists of a divided entrance boulevard, a dominating, six-story main building <i>(also seen above)</i>, a lower flanking administrative building and a small complex of another administrative building and 3 residences. A second area is made up of 14 monumental patient-related buildings arranged in two rings around a central oval mall. The third area consists of utilitarian support buildings (laundry, warehouse, garage, etc.), for the hospital.<br /> <br /> The hospital/residential area at the north comer of the complex reflects Beaux Arts traditions in the formality of its plan. The hospital entrance is in this area, provided by a grand, divided boulevard which is an extension of Memorial Boulevard. The boulevard leads directly to the Main Building (Building 1) which terminates and dominates the approach view. Immediately in front of Building 1 is a single, historic flagpole mounted on a large, octagonal base and placed on axis with the entrances of Buildings 1 and 2. Much shorter flagpoles, added in more recent years, line the boulevard island, and an allee of oak trees line each side of boulevard itself. The main hospital <i>seen above</i>, is the tallest and most imposing building in the entire hospital district as well as one of only two buildings to retain any significant interior features.<br /> <br /> The Veterans Administration Hospital Historic District is significant for its architecture and design. It is an impressive complex that represents a carefully designed architectural prototype that successfully blended beaux arts aesthetics and sound medical practice. The combined result has proven to be very successful for the medical care originally intended, as evidenced by the relatively few changes to the buildings and design in over 80 years of operation. The district is also important for its association with the federal government's care of veterans. The decision to create the Veterans Bureau in 1921 marked a major expansion of the government's role in delivering health care. The facility at Waco, although built ten years after this date, is nevertheless associated with this pattern in history. The expansion was prompted by the veterans from World War I, but was overtaken by World War II and given a new impetus from the surge of veterans from that later war. So, for all of its history, the whole district was added to the National Register of Historic Places (NRHP) on July 18, 1994.
